Make security clearances publicly available for citizens in set locations like a library for US government info that can’t be publicly shared with non-worthy people or outside the physical location.
Compartmentalized and Classified info will release to these libraries and be stored there. The compartment structure undermines presidential authority in some manners, this may fix it and answers some of the questions some people including congressmen have about the government.
I’m not 100% on this idea, but non-government employees should have eyes on classified government material, checks and balances kinda.
