Voter Rolls are public. Some of the clean up could be crowdsourced if they could be publicized. Basically I’m suggesting a reverse lookup by address so people can see how many voters are registered at an address. I think there would be privacy issues if the names were included but the number of registered voters would certainly be an indicator of fraud.
Even better if there could be a reporting mechanism but it would be hard to overcome the problem of spam reports.
