Pay raises for Congress

I agree - And I’ve suggested before that it should be approached this way:

Congress shall pass a balanced budget for the new fiscal year no later than 60 days prior to the end of the current fiscal year (this gives them time to deal with a potential Presidential Veto before the penalties kick in).

If Congress fails to pass a balanced budget for the entire fiscal year by the start of the fiscal year, their pay will be cut by 25% for the entire fiscal year.

This should override the 27th Amendment (No law, varying the compensation for the services of the Senators and Representatives, shall take effect, until an election of Representatives shall have intervened.).

Add to that Congress shall be prohibited from passing a law varying compensation under the 27th Amendment for 18 months (which should mean that the next election of Representatives will have taken place, thus freezing their pay levels for at least 3 years, and more importantly potentially trying to unwind the 25% pay cut early). If they pass a pay increase before failing to pass the budget, the pay increase is null and void and cannot go into effect.
