New U.S. Territory on Southern Border

I propose that the U.S. create a “Immigration Zone” along our entire southern border within Mexico. With the cooperation and spilt funding from Mexico, this new U.S. territory will act akin to a demilitarized zone between the U.S. and Mexico. New cities will be created and the U.S. will essentially expand into Mexico but also spilt the bill of infrastructure and not even have to pay for the land! Mexico will have to donate the land to avoid a refugee crisis once we deport 20 million people. Deport them to a new U.S. territory that acts as a buffer zone on the way to actually becoming a U.S. citizen. A safe place for them all to go and a stepping stone to immigration here.
