National Homeland Security Policy:
Protect National Guard and Coast Guard Deployment

Purpose
To enhance national security and emergency response capabilities by leveraging the National Guard and Coast Guard.

Scope
This policy outlines the deployment of National Guard personnel as forest rangers in national forests and Coast Guard personnel in lifeguard towers across all coasts.

Objectives

  1. Enhance border security and surveillance
  2. Improve emergency response and disaster relief
  3. Increase cooperation between National Guard, Coast Guard, and local authorities
  4. Provide additional training and capacity building for National Guard and Coast Guard personnel

National Guard Deployment

  1. National Forest Rangers: Assign National Guard personnel as forest rangers in national forests to:
    1. Monitor and respond to security threats
    2. Conduct search and rescue operations
    3. Support wildland firefighting efforts
    4. Engage with local communities on safety and conservation
  2. Training and Equipment: Provide National Guard personnel with specialized training and equipment for forest ranger duties

Coast Guard Deployment

  1. Lifeguard Towers: Station Coast Guard personnel in lifeguard towers across all coasts to:
    1. Monitor and respond to maritime security threats
    2. Conduct search and rescue operations
    3. Support marine safety and environmental protection
    4. Engage with local communities on coastal safety
  2. Training and Equipment: Provide Coast Guard personnel with specialized training and equipment for lifeguard duties

Implementation

  1. Establish Memoranda of Understanding (MOUs) between National Guard, Coast Guard, and local authorities
  2. Develop standardized training programs for National Guard and Coast Guard personnel
  3. Allocate necessary resources and funding for equipment, logistics, and personnel support
  4. Conduct regular exercises and drills to ensure interoperability and readiness

Authorization and Funding

  1. Authorization: This policy is authorized under the Homeland Security Act and relevant federal laws
  2. Funding: Allocate necessary funds from the Department of Homeland Security, Department of Defense, and Coast Guard budgets

Evaluation and Review

  1. Conduct regular performance evaluations and assessments
  2. Review and update policy annually to ensure effectiveness and relevance
