Move research funding away from the east and west coasts

Current biases relegate major research to small areas on the East and West coasts. This has turned much of the South and America’s heartland into intellectually barren wastelands. Their economies and educational levels have suffered proportionately. Successful research universities are proven business incubators, and thus advance the economies of the surrounding communities.
