Military Funding Cycle

The research and development projects in the US military need to be funded on a non-fiscal year basis. Development is paused until spending bills are approved and the constant stop and start periods stifle innovation because of turnover or reprioritization. Congressional omnibus bills give and take money in trade offs in order to back door funding for policy agendas. New technology is budgeted for an expected funding amount, so when it is not passed or delivered the project doesn’t get completed and in turn those who passed the bill publicly blame obscure delays or setbacks.
