Military action outside of United States territories must be authorized by a 2/3 vote in congress

Any military action occuring outside of United States sovereign territory with the exception of commanding officers responding to direct attack on United States forces must be approved by a super majority of congress. Said action must be funded with new appropriation, clear goals must be defined and all campaigns within said action must directly support said goals. Commanders must report progress to congress every 90 days, including detailed documentation of all casualties be they of United States forces, enemy forces and civilians must be documented and made public within 72 hours.

End the Use of AUMFs as Open-Ended Justifications for War

The 2001 and 2002 Authorizations for Use of Military Force (AUMFs) have been used to justify military actions around the world without new congressional approval. This has allowed U.S. military engagements to continue indefinitely.

Repeal outdated AUMFs and require new, narrowly defined authorizations for any future military action. Any military engagement should be subject to strict time limits and geographical constraints unless reauthorized by Congress.
