How about a map database with people who are signed in ready to run an errand. If I’m looking for someone near the gas station to grab me the breakfast pizza only Jan makes. Or I need my prescription picked up from the pharmacy. Or a safe ride to bring my daughter home from school. Do hard vetting/background checks DJT loves 
Put former military in places where kids need rides, etc
This is something to take up with the private sector, it’s not an issue for the federal government to deal with.
Competition is good to keep prices down. Arguing to prevent non-exclusive licenses so restaurants don’t have to get locked in to a specific vendor or portability so its easier for a restaurant to switch vendors.
