Mandatory student outreach

Everyone knows that school shootings are the result of mental illness, i also believe that no child is out of reach completely.

There are counselors in every school but they dont do much for the kids that they are supposed to help. So there should be a federal law requiring all schools to have a mental health professional that keep tabs on socially outcast / unadjusted students struggling with school or home life. If they receive a tip (from fellow students, teachers, or other concerned parties) they are required to reach out and sit down with that child to see what is happening. If the kid is struggling with mental illness then therapy could be the deciding factor on whether that kid turns violent. I believe it is equivalent of a kid that burns down the village to feel the warmth.

Security being increased is a reactive approach. What is required is a proactive approach. I wish no child ever had to deal with mental illness, but they do. It is the adults job to guide and steer them to learning how to function through life.
