Frazier Institute, Cato Institute and several other think tanks publish annual reports detailing where we stand on this critical issue, delineating real economic data that is indisputable.
My proposal would require that congress produce a similar annual report derived from this data at the beginning of each fiscal year, detailing which areas are preventing us from ranking within the top 5. As a default measure in the absence of congressional cooperation, the economic data of the number 3 ranking country shall be applied in modifying existing policies as such, unless or until congress approves a better set of policies which would enable it to rank higher.
