Make Senators appointed by State Legislatures again

When Senators became appointed by popular vote, rather than state legislatures, their incentives changed. Now, instead of being motivated to keep the federal power limited and state power high, they are incentivized to keep federal power high and eliminate state power as much as possible. They owe zero loyalty to the state governments, and we have seen an explosion in federal power as a result!

Make Senators appointed directly by state legislatures again, and incentives will change, and power will naturally return to the states and local governments - where it was designed to be.
