Institute the Australian Double Dissolution System.
This is a rule by which, if a Legislature fails to pass a budget, every member of that legislature is up for IMMEDIATE reelection.
As a result, Australia’s budget is always done on time. When politicians skin is in the game, turns out they can actually get budgets passed timely no problem.
