Give a certain amount of money to handicap people so at least they can get by, basically a universal income for them.

I agree! All disabled veterans, Social Security Disability recipients, and Social Security recipients should receive Universal basic income that is indexed to inflation.

We currently have SSI disability for people who are permanently disabled. This still needs reforms as it is not enough for today’s cost of living and restricts the person to a life of poverty. I have submitted a proposed policy here if you would like to vote:
