Theory is to have the Senators start to adhere and implement these principles, practices & changes with the intention that lower rungs of Gov’t elected officials will catch on next. Since the Senate “Rinses” 33 seats an election cycle, they along with the 50 Governors are the perfect rung of PUBLIC SERVANTS to infiltrate
