Force all Autonomous Systems to deploy ROV, and later, ASPA

I did my PhD on internet-domain routing security (in other words, security between internet service providers). People don’t realize how laughably insecure the internet is. There are security policies to help prevent this, such as Route Origin Validation (ROV) and now also ASPA is in a draft stage. The problem is that an internet service provider suffers no penalties if their traffic is hijacked and say for example rerouted to China or Russia. They don’t care, and being secure costs money, so they don’t do it. Force all Autonomous Systems in America to deploy these security policies and force all of their connections to also deploy these security policies. These type of hijacks happen literally just about every day.
