No child should go hungry in school. It is proven through research that children do better in school if they eat. Children have a hard time focusing in class if they are hungry. All public schools should offer free breakfast and lunch to ALL students regardless of financial status. The food served should be better portioned. Have an option for vegetarian or vegans. Have a warning lable about possible allergy to ingredients. School can find the money by cutting principles, and board of education salaries.
I understand the sentiment but could never support this policy.
The United States of America exists as articulated in the US Constitution, which was ratified by We the People and contains a short list of enumerated powers that we agreed to give to the federal government. Article 1 Section 8 gives the very short list of enumerated powers. Everything else is consigned to the States and the people under the 10th Amendment.
Reading through your proposal, I don’t see even one thing that could legitimately fall under an enumerated power. Which means you’d have to amend the Constitution to do it. Alternatively, you could just do what the leftists have done over the last 150 years and ram this down our throats, Constitution be damned. But then we’d no longer be the United States of America. I’m 100% opposed to that sort of tyranny.

I agree it is a matter for the states, but the parents need to get involved schools have become a babysitting service for parents. They drop off as they go to work then pick up as they get off, they don’t take the initiative to become involved in their child’s education & discipline. Parents need to know how their children act at school & help take control of their children’s actions along with the consequences that need to have. That is a big big problem in schools today.
