End or Lessen Annual Vehicle Registration

In Hawaii for an average vehicle, I pay near $300 a year to drive something I own already. For me personally, I’m a father of 5 with a stay at home wife that mother’s our kids. I make almost $4k a month with my job, maybe after bills & debt loans I have at least $500 to $600 for food & gas. Problem is with essential needs at a high, milk & bread here is $10 while gas is pushing at $6. I just bought a used Van for our 5th baby, I know now I have 2 registrations coming.

With safety checks already a thing & other states have lower fees. Is it possible to do a registration once and then just do the safety checks annually. Adding more specifications to a safety check, the safety check alone proves a valid registration along with a proper driving vehicle.

I might be wrong in this, but having to go back & forth & paying for something you own is very frustrating. Especially if it’s a broken down vehicle that you’ve finally paid for.
