Issue a private federal voter id number that unique to the individual and will not be recycled. All ballots are watermarked and you fill them in with your unique voter id card like a scantron bubble test sheet. Ballots are then scanned into 2 separate machines one owned by the state one owned by the federal government. The state keeps the original paper ballot. At poll close the two machine spit out a tally and if they are not the same within 1/2% they have t do a hand count. Votes that were placed are tied to your unique id number and can be viewed by you with number not by name on the web. And now you have a secure election.
