every person who is actively on welfare should be tested with a 10/12 panel drug test as a part of their recertification and certification process. in order to be eligible and stay eligible, drug panel must come back clean (exacerbated situations requiring meds from a doctor need evidence of said doctor prescribing it, for how long, and when the meds should be used up completely by)
