County BOE's shall be the ONLY record holders for Registered Voters

The County Board of Elections should be THE ONLY entity where a Legal United States Citizen can register, change their County of Residence, change their name or any other alteration deemed relevant. As a former member Board Member and State Lead of New York Citizens Audit, I have witnessed first hand how voter roll entries can be easily duplicated. No more registering at The Department of Motor Vehicles, Department of Social Security, Department of Social Services, et al. This shall include the dissolution of ANY STATE Board of Elections. As the Law in New York stands today, ONLY the County can add a new voter or, make changes as requested by a registered Voter. This should be implemented in all 50 states.
