Constitutionality test for laws, CR’s and agency rules

The government shall not pass, propose or implement laws, rules or regulations that are prohibited by the constitution. All elected or hired federal employees must adhere and demonstrate both knowledge , loyalty and commitment to the constitution. A constitutional knowledge test must be passed annually by each person in those categories. Congress shall apply a constitutional review to all proposed rules, regulations and legislation prior to any vote. All of these should be available in advance to the public for comment. No rights guaranteed under the constitution shall be abridged or violated.
