An Act to Classify Illegal Narcotic Manufacturers as Terrorists

[Preamble] WHEREAS, the manufacture of illegal narcotics poses a severe threat to public health and safety; and WHEREAS, the actions of those involved in the illegal narcotics trade can be as destructive as those of terrorists, affecting the stability and security of communities nationwide;
