I don’t think the income taxes should be 100% eliminated but they should be restructured to a hybrid of a flat tax and a national sales tax. Both would allow tweaks to meet a balanced budget. The flat tax should have no deductions except one (listed below) and exemptions should be limited. The only deduction should be for donations to 501(c) 3 organizations that REPLACE basic human services now funded by federal block grants e.g., food banks that purchase healthy foods, hot meal programs, clothing banks, and direct medical services. Other deductions to other types of 501(c)3 should be considered with some type of limited itemizing, for example, limited to 30% of the amount donated.
