This issue, due to unchecked immigration over the past decades, is something that the framers of the Constitution would not have imagined.
In a nation with secure borders and healthy immigration laws, this would not have occurred.
The situation has created a perverse incentive for politicians to encourage the problem because it siphons out resources for their constituents and all but guarantees a permanent majority.
