The choice to consume an intoxicating substance must be done so with the full knowledge that there are extremely negative economic and health consequences for doing so. Intoxication should not occur except under the strict supervision of the unimpaired. If damage to life, health or property ensues, both parties, the impaired (even if unaccompanied ) and the unimpaired supervisor shall pay LIFE for LIFE, time for time, dollar for dollar. The price that we pay for the consumption of intoxicants is too high!
